From your cell, look to the left corner where you'll find a room resembling an elevator. Interact with it to travel to 2-E165, the same area where you previously encountered Enzo.
Upon arriving at 2-E165, follow the right wall to another small room with a device that transports you to 2-G100. The final step involves using the device in the far room of 2-G100 to reach the Cell Garden.
This route is uniform across all levels, and unlocking the Quick-Travel Entitlement can significantly reduce the time spent traveling. After completing the main quest related to the Cell Garden, you can visit it anytime or access other Cell Gardens, but consider acquiring a helpful Entitlement first.
